It's strictly speaking a 1967 ABC Network presentation/Batgirl pilot, but it's set in the Batman 66 universe and included on the DVD set.

98 Lionel Luthor, Smallville. I am not certain on this one, purely because there's another image that could be him, and both are small enough for me to not be certain which one is definitely him. However, overall I think this looks closer to him, so:

Though I admit to being confused why he's among the villains. I don't recall him ever being a bad guy.

No guesses in the last day, so it's probably time for some clues.

There are still some characters from the main creator's canon to identify.
Some of the remaining characters at least claim to be medical professionals.
One character does not work for FedEx.
One character's name will not get past the swear filter.
Iemand is Nederlands.
Fantagraphics has more to give.
Look to the Harveys.
This one has everything including the Kitchen Sink.
Just because Marvel published it doesn't mean it can't be independent.
