Re: Yankee Poodle

She's actually a reporter (based on Rona Barnett). Her first appearance was in the Captain Carrot preview in New Teen Titans #16. Her powers are actually "animal magnetism" which work similar to other magnetism based characters, as well as a few other powers. Like her original teammates, her powers came from meteor fragments.
