17 is correct. I must admit that while Black Vulcan's creation may have come about by less than ideal means, I do like the visual look of him flying by turning the bottom half of his body into electricity.

8 is incorrect; Cyborg was a late addition to the series but not in the second last season. 23 and 25 are correct. Zan's shapes were often ice because it's easier to hold a specific form that way.
