I actually made this poster myself using images I found on the web. Superheroes and super anti-heroes from DC serials, movies, and shows (including pilots). No streaming services. Name the character and the continuity. Actor optional.
Rules I played by when making the poster:
1. If a particular version of a character was played by multiple actors, only one actor is used, not always my own favourite.
2. Conversely the same actor can appear in multiple rules, even in the same continuity.
3. Reformed villains (even if just more or less) okay.
4. Characters originating in the show are okay. I don't think I included any original character from movies.
5. If not created for the show, characters must have been owned by National/DC at the time of the production, as opposed to another comics company.
6. This list doesn't have to be comprehensive. in fact due to space and time, lots of great characters got left out. Along those lines, apologies for the slight positioning differences in the poster art. After I had already numbered 1-73, I decided there were more heroes who really needed to be there.
There will be a grab bag DC live collage (covering streaming characters and characters who didn't make it into one of the earlier posts, following Superheroes, Villains, and Non-Super Protagonists). If you have any suggestions for characters who missed their slot, PM me so others can't see your suggestion. If I use them, please let others guess at your suggestion.

Answers so far correct with one caveat: Nightshade and Deadly Nightshade were different characters, with the latter trying to frame the former. In the Entourage case, it was a movie within the show that Aquaman appeared in.

Newest answers correct as well. I made a judgement call in the interest of space and decided the two Batman serials were the same continuity despite the cast changes. If someone wants to provide evidence that they can't be, I might include the earlier versions in a later collage.

I concur that they probably are, but didn't want to risk it in terms of identifying who was in the image.

Talking of the next collage, you missed this version of Superman:
