Powers/Abilities: Rex Ruthless has no superhuman powers, but he is an expert in technology and has access to advanced weaponry. He also has a robotic right arm that he can use to perform various functions.
History: Rex Ruthless is a supervillain who has clashed with Captain Atomic and Kid Dynamo on several occasions. His most notable plot involved stealing a powerful experimental weapon from a military base and threatening to destroy a major city unless he was paid a large sum of money. However, he was defeated by Captain Atomic and Kid Dynamo, who managed to disarm the weapon and stop his plan.
Rex Ruthless has also worked with other villains, such as Vinnie Vain and Wacky Wizard, in attempts to defeat his superhero enemies.
