Time for some clues.

Everyone remaining is from TV, not movies. The eight images (though nine charaters) are split exactly in half between recurring characters and done in one characters

I won't refer to specific numbers just yet, but at least one character below...
* is from the same show as someone else from another image still on the board
* is a villainous counterpart of someone good played by the same actor
* is an artificial lifeform
* is a supporting character's supporting character (think Sha-Shan; she and Peter Parker get along well enough but are unlikely to meet for coffee and not bring up Flash Thompson)
* is played by someone who become more famous afterwards
* is part of some sort of promotion but not a commercial
* is a villain on the show but a hero in the comics
* is a one-shot character who had a similar arc to a recurring character on the same show
* has the same code name as someone of the opposite sex already found this collage

I'll update the list later but 13 and 208 are correct. Both characters were supporting supporting characters (Sabrina of Julio, Wildcat of Laurel), and Sabrina was played by the now better known Gloria Reubens (e.g. Mr. Robot), though someone else also became more famous later, at least in North America. And there was also a female Wildcat in this collage.

181 is correct. He's one of the characters who's a villain with a good counterpart mentioned in the clues, though he's not the only one.

I won't create new clues per se just yet but at this point I'll match the earlier clues to specific characters.

138 is a villainous counterpart of someone good played by the same actor; recurring
184 is an artificial lifeform; done in one
191 is from the same show as 184, and is a one-shot character who had a similar arc to a recurring character on the same show
197 is a villain on the show but a hero in the comics; recurring
248 is part of some sort of promotion but not a commercial; done in one
249 is thus also part of some sort of promotion but not a commercial, and was played by someone who become more famous afterwards, at least in North America; obviously also same show as 248 and done in one

Expanded clues; more clues tomorrow but then I'll probably call it on Friday:

138 is a villainous counterpart of someone good played by the same actor, but was not revealed to be a villain in the season he first appeared (that happened in the following season); recurring
184 is an android who sought self-preservation but is not a villain; done in one
191 is from the same show as 184, and is a one-shot character (reporter) who had a similar arc to a recurring character on the same show
197 is a villain on the show but a hero in the comics; recurring but only during one season
248 is part of some sort of promotion but not a commercial; done in one; actor's identity seems lost to the ages, so not anyone famous like Adam West, who wore a similar costume
249 is thus also part of some sort of promotion but not a commercial, and was played by someone who become more famous afterwards, at least in North America, as a host of game shows and a dating show with game show elements; character is obviously also same show as 248 and done in one

184 is an android who sought self-preservation but is not a villain; her name isn't a typical Greek name, but there is something Greek about her name; done in one
191 is from the same show as 184, and is a one-shot character (reporter) who had a similar arc to a recurring character on the same show; the villain in her episode came from the comics though she did not
197 is a villain on the show but a hero in the comics; recurring but only during one season; she has multiple metahuman powers and her name could be seen as an assessment of her appearance
248 is part of some sort of promotion but not a commercial; done in one; actor's identity seems lost to the ages, so not anyone famous like Adam West, who wore a similar costume; kind of like many of the modern Handbooks, the show he was in could be seen as either a one-off or part of a larger series
249 is obviously same show as 248 (same show clues) and also done in one; he was played by someone who become more famous afterwards, at least in North America, as a host of game shows and a dating show with game show elements

Time's up! Here are the ones that no one got.

138 is the least obscure in terms of specific versions of characters. His counterpart on Earth-90 was a police officer (see previous collage). He was the mayor of Central City until he tried to murder Ralph Dibny. From the modern Flash series, thus part of the Arrowverse, he's Anthony Bellows!

184 is an android assassin... or at least she would have been if she hadn't become sentient and decided she didn't want to kill anyone. With the aid of the Flash, Tina McGee, and Fosnight, an explosive implant was removed, thus giving her freedom. From the 1990-1991 Flash series, she's... Alpha!

191 is a reporter, who like PI Megan Lockhart, sought to learn the Flash's identity. Unlike Lockhart, she didn't figure it out, though she did trace it to Central city PD. An encounter with Captain Cold made her conclude, as as Lockhart did, that the Flash's identity should not be exposed. From the 1990-1991 flash series, she's... Terri Kronenberg!

197 made only two appearances before her death, but characters on the show she was on get revived fairly often so you never know. Subject to the same experiments as Jefferson Pierce, she developed an array of  powers. From Black Lightning she's... Looker!

248-249 are both the least obscure and most obscure of characters on this collage. In the broadest sense they're two very well known superheroes, with 249 played by Chuck Woolery (1970s Wheel of Fortune, Scrabble, Greed, and probably his best known hosting gig, Love Connection). The show these two were in was recently covered in Retro Fan magazine as part of a broader series of specials promoting Saturday Morning TV lineups (which is how I found out about this). It was common for a time for ABC, CBS, and NBC to do this annually. So, from 1973 ABC Saturday Morning Sneak Peek they are, yes... Batman and Superman!
