Only one answer in not quite a day (I wanted to give people a chance to make guesses before I have to head out today) so here are the first 20 decades clues along with the previous clues. As before decades end in 1-0, not 0-1; 70s and 80s merged due to minimal offerings; decade is for the debut of that version of the character, not the show itself.

I've also added date ranges to the first post so you can see when a movie was released or a show aired new episodes, which should make it easier to make guesses (and save me time looking up character first appearance dates). I noticed that this means that a few Big Hero 6 characters could wind up in the 20s if they debuted Jan-on this year, but there are so few such possible characters that I'll just lump them in with the 10s if it even comes up.
