History: Victor Samuel Mackey is a former detective sergeant in the Los Angeles Police Department. He is best known for his leadership of the Strike Team in the Farmington district. Mackey was a controversial figure due to his use of unorthodox methods in solving cases, including the use of violence and intimidation.

During his tenure as leader of the Strike Team, Mackey and his team engaged in numerous illegal activities, including theft, drug dealing, and murder. He also had a strained relationship with the department's Internal Affairs Division, which was investigating him and his team.

Mackey's life became even more complicated when he was blackmailed by the Armenian Mafia and forced to work with them in a money-laundering scheme. This led to conflicts with other criminal organizations, including the One-Niners.

Faced the consequences of his actions?  Yeah, that is definitely arguable.  Made a deal to keep out of jail while the only other surviving Strike Team member took the fall, even if that deal meant he was now stuck in an office writing reports.

Also what happened at the end of the first episode pretty much informs his character and should have been noted.
