Almost completely wrong. He first appeared in Superman #19 and had a ray that could bring comic strip characters to life, which he used to send villains from strips on a crime spree. He real name was unrevealed.

I'm surprised that he never reappeared except in a Post-Crisis retelling of his adventure in All-Star Squadron, as it's an interesting motif for a villain.
