I'll give you this one. It is the same robot. The reason it doesn't look entirely right is because in Mysterious Doctor Satan (and later Zombies of the Stratosphere) it was being re-used, and presumably had been slightly modified. The version depicted is from its original appearance in Undersea Kingdom. Republic like reusing props.

Judge Dredd, but yes. Those who know the comic recognize this to be Hammerstein, from another series entirely. Story goes that Stallone was given some of the comics to familiarize himself with his character, saw Hammerstein in the ABC Warriors strip, and insisted they include him in the movie. No idea if that is true or not, but in the comic shortly after the movie came out they did do a story where Dredd and Hammerstein encounter one another.
