Sorry about the error. I also didn't know about Cique du Soleil having their own series, so revised question 14:
This *1980s* Canadian series was entirely a series of circus acts (and host segments).

Others are correct.

Those are all correct.

1.Carter's character had to resign because she was literally an illegal alien and was replaced by Boxleitner's character.
14.This is probably the episode that most inspired parodies of "very special" episodes on TV.
