    It's not, but I think I'm still going to give you it, because it's a character who appears in his strip, and afaik hasn't appeared elsewhere. I've checked about a dozen examples of Constable Caveman's strip, and the guy in question only appears in one of them, making me think he might be a one-off character. Since a search for his name doesn't turn up ANY hits online, I'm wondering if he was included here by mistake instead of Constable Caveman. Luckily that single appearance does provide his name, although not in the most obvious way:

    If you read his driving license, his name is apparently Ug Oggy.

    Since for the first time we've gone 24 hours without any new guesses, it's time for some clues/hints:

    We've got main characters, but don't forget to check out supporting casts for some of them, including Lord Snooty, Biffo and Baby Face Finlayson.

    Married couples often resemble one another and may be close together; don't overlook spouses of characters already identified.

    Bash Street isn't the only school represented.

    The names of several Scots have been provided, but they've yet to be identified.

    Billie Whizz has competition for fastest person in the world.
