Reviving this thread after all these months because there's been a development! DC Thomson just released a special volume available only through their website. And it turns out that in the book they not only reproduce the Beanotown artwork we've been discussing in this thread, but they also provide a key! So we can finally identify the elusive remaining characters.

I1 is Queen Bee. I believe she's from Bananaman, but I've been unable to confirm that so far.
E2 is pint-sized alien Haley Comet.
N2 appears to have no name - it's just Freddie Fear's frog
D4 is a just a random duck
E4 is (left to right) Coachie,

...Chandra and Ronald O'Donald from Ball Boy.

F4 is the Beano editor.

Next batch all from Ball Boy afaik. E5, in yellow l to r are Goalie and Jenny, and Doughnuts (which is what he's go on his head). Down the bottom left corner is Titch. F5 - the red head is Lisa, and the bald kid with his back to us is Dimmy.

H5 is Johnny Bean:

On the border between I and H 5 is Emma Wood, standing next to her previously identified sister Holly.

H6 is Normal Norman, brother of the Bash Street Kid Smiffy; Norman appeared when Smiffy got his own strip for a while.
