In Daredevil volume 1 # 120 and 121 (april and may 1975) there is THE HYDRA FILE a special report compiled by Tony Isabella. 2 pages in total, 1 page each issue, you can find them in the letter pages

Several handbook writers are thanked in the acknowledgements, so they probably did some of the research for the profiles.
